Donald Trump Waives Russian Energy Sanctions to Aid India Trade

President Donald Trump issued an executive order waiving sanctions and tariffs on Russian energy imports to protect U.S. national interests and facilitate a trade deal with India.

President Donald Trump issued an executive order on Friday waiving key sanctions and tariffs against Russia that were scheduled to take effect this week under the Graham Act. The order removes penalties for purchasing Russian oil and gas and eliminates duties on Russian goods, a move Trump stated was in the national interest of the United States.

The decision follows a period of uncertainty after Trump signed comprehensive sanctions legislation on September 18, which allowed for tariffs of up to 100% on the five largest importers of Russian energy. Prior to the executive order, the United States Department of the Treasury had issued a limited waiver on October 9 allowing Russian diesel fuel imports until April 2027. The broader waiver now prevents a spike in global fuel prices and avoids contradicting previous diesel exemptions.

Secretary of State Marco Rubio linked the waiver to ongoing diplomatic efforts, noting that the United States is very close to finalizing a trade deal with India. The Government of India had previously warned that the Graham Act tariffs could damage bilateral ties and increase domestic fuel costs. Rubio is scheduled to meet with Indian Foreign Minister S. Jaishankar on Tuesday to further discuss defense, energy, and trade cooperation.
