Mark Carney to Address EU After US Trade Collapse

Prime Minister Mark Carney will address the European Parliament in September following the collapse of trade negotiations with the United States. The visit comes after President Donald Trump imposed 50% tariffs on approximately $20 billion of Canadian goods, prompting the Treasury Board of Canada to implement retaliatory tariffs.

Carney is scheduled to speak on September 17, the day after European Commission President Ursula von der Leyen delivers the annual State of the Union address. Canada is pursuing a long-term strategy to double its non-U.S. exports over the next decade to decrease economic reliance on the U.S. To strengthen these ties, Canada recently became the first non-European member of the EU’s Security Action for Europe initiative and established a security and defense pact.

While Carney advocates for collaboration among middle powers, critics such as Barbara Boyd allege the Prime Minister is coordinating with the European Union to oppose the nationalistic economic agenda of the United States. Boyd claims Canada is promoting a permanent-warfare economic strategy, citing the creation of a Defense Security and Resilience Bank to fund defense mobilization. She further asserts that Carney is participating in a psychological warfare campaign targeting U.S. voters ahead of the midterm elections.
