President Vladimir Putin renewed calls for peace negotiations with Ukraine based on the 2022 Istanbul agreements, a move coinciding with a failing summer offensive in the Donbas and increasing internal economic instability. While the Kremlin presents this as a diplomatic overture, analysts suggest it is a response to an intensified Ukrainian drone campaign that has targeted oil refineries in Moscow, Yekaterinburg, and Ufa, causing fuel shortages and forcing Russia to ban petroleum exports.

In response to these strikes, Russia redeployed significant air defense assets to protect Moscow and President Putin's residence in Valdai. At a G7 summit in France, Trump committed to brokering a resolution while praising Ukrainian President Volodymyr Zelenskyy as courageous. Despite these developments, Putin has rejected direct talks with Zelenskyy unless they occur in Moscow, while Russian hardliners have urged Putin to escalate the conflict using tactical nuclear weapons.
