Secretary of State Marco Rubio characterized Kyiv's deep strikes into Russia—which have reportedly taken up to 40 percent of oil export capacity offline—as a necessary escalation to end the conflict. However, campaigner Bill Browder argues Putin will avoid a peace deal to prevent domestic uprising and a loss of power after sustaining roughly 1.2 million casualties.
