The relief's own paperwork is less confident. The waiver expires December 31 [1]. Count it out: that is eight weeks past the November 3 midterms. That date is not one waiver's quirk. It is the signature across the whole file. Run the ledger. The Strategic Petroleum Reserve sits at 293.4 million barrels, the lowest since 1982 and approaching its operational floor, refilling about six times slower than it drained [2]. The G7's 400-million-barrel pledge from March is four-fifths spent [3]. The license to buy Russian diesel runs to April 7, 2027 [4]. Venezuelan crude is authorized up to 782,000 barrels a day [5]. And the final entry in the roll call belongs to the head of Vitol, the world's largest independent oil trader.

The relief side of the page is countable. Every instrument carries a date or a depletion number, and every one of them is running down. Now the war's column, where there is nothing to count. The day after Washington opened the door to 4.8 million tons of Russian diesel, Putin took over mediation of the Iran war itself, relaying Tehran's position to Trump [4][8]. The same administration has pressed Kyiv to stop striking the Russian refineries that make the diesel [5]. Zelenskyy called the purchase what it looks like.

Bloomberg's estimates, published alongside that claim, show the Iran conflict removed an average of 770,000 barrels a day from the market between March and August, against 350,000 from Russian supply [5].
