Election Officials Are Drilling for Federal Agents

Nine months of preparation have split the election system over what the emergency is — fraud, or the federal agents sent to fight it.

After the FBI raided election operations in Fulton County, Georgia, election officials in California, Michigan, and Wisconsin began planning for federal agents arriving at their own polling places — private counsel on retainer, bulletproof glass, panic buttons — while Detroit's city clerk now works under around-the-clock police protection against death threats [1]. This is where nine months of preparation landed. In January, officials from both parties were already war-gaming something that has never been on a poll-worker checklist: federal troops or ICE at a polling site [2]. By October the drills had a scripted scenario, and the disruption is the federal presence itself [3]. The administration names a different emergency: fraud, and foreign compromise of the ballot. The instruments have been assembling all year. In February the president floated declaring a national voting emergency to impose voter ID without Congress [4]. In July he fired the remaining members of the U.S. Election Assistance Commission, leaving the agency leaderless, and urged Republicans to nationalize voting [5]. The Justice Department has filed 31 lawsuits against states and the District to seize full voter files for purges [6]. Georgia has cancelled nearly 471,000 registrations, and Ohio published more than 350,000 names [6]. DHS has pushed nearly 100 million records through Palantir's ELITE software, built for immigration enforcement, and scrutinized more than 150 nonprofits — 41 in New Jersey with no derogatory findings [7]. A whistleblower says the "Unlawful Voter Initiative" set quotas of 40 names a shift [8]. A September memo outlined deputizing National Guard members as immigration officers, and Secretary Mullin said ICE agents could serve warrants at polling places [9]. In mid-October, the administration announced 1,000 federal monitors across all 50 states and FBI command posts, and the president declined to rule out invoking the Insurrection Act to put troops at polling places if the results were unfavorable [10].

Let me just say that stranger things have happened, OK? — Donald Trump

The conditional is not new. In February, pressed on whether a war with Iran could justify cancelling the midterms, he did not say no.

How we have to even run against these people — I won’t say cancel the election, they should cancel the election, because the fake news would say, ‘He wants the elections canceled. He’s a dictator.’ They always call me a dictator. — Donald Trump

The instruments are being staged as Democrats lead the generic ballot by more than eight points and are favored to sweep both chambers [11]. There is prior practice for an emergency treated as currency: the president has coupled disaster declarations to endorsements, and an AP analysis found he approved more than three-quarters of disaster requests from states that voted for him, under half from the rest [12]. Now hold the instruments against the administration's own tally. Federal fraud indictments number roughly 16, across Minnesota, Pennsylvania, and New Jersey [13]. Florida arrested 20 people 40 days out — 16 noncitizens, four felons on probation [13]. New Jersey's headline was a software error that let roughly 6,600 foreign nationals register [13]. Nevada checked all 185 names the feds flagged and found every one a lawful citizen [7]. Even Heritage and Cato put noncitizen voting at statistically rare, unlikely to shift outcomes [6]. On October 14, the same day the emergency-powers story broke, the vice president, the defense secretary, and Newt Gingrich were pushing warnings that an Iranian electromagnetic pulse could cause a nationwide collapse — a threat nuclear scientists dismissed, since Iran has no hydrogen bomb to produce one [14]. None of this makes the fraud cases fiction; they are real, just small. The one foreign operation the government has on record — Russian AI-driven disinformation targeting Senate candidates [15] — is real, but it attacks voter confidence, not voting machines. Milwaukee's August primary audit found a procedural error that independent experts caught and verified, and the commission director testified that the safeguards around the election had functioned as designed [16]. The post office, after the Supreme Court blocked its screening rule, is expediting ballots and hand-postmarking from October 26 [17]. The uniformed command is split in public: Joint Chiefs chairman Caine says there are no plans to send troops to polling places, while General Guillot of USNORTHCOM would not rule it out [9].

If given the order, I would look at it very closely. — Gregory Guillot

Even Marjorie Taylor Greene, rarely outflanked on the right, called the February idea insane [4]. The counter-mobilization is real, and so far civilian. Democrats' New Battlefield Project is training 10,000 blue-vested volunteers to cover a quarter of the nation's 95,000 polling places against feared armed federal agents or ICE [18]. Indivisible put the scale of it plainly.

This administration is basically using the rhetoric that undocumented citizens are voting and that they’re going to have DHS and ICE at the polls to try and intimidate and suppress the Latino vote. — League of United Latin American Citizens

LULAC and the city of Denver have sued to bar ICE from polling sites [18]. The RNC, for its part, has recruited record numbers of poll watchers [18]. On November 3, both sets of preparations converge on the same doorways — the vests, the monitors, the new glass, the panic buttons. Each side will be watching for the other: the administration for the fraud it says is arriving, the clerks for the federal agents they have spent nine months drilling against.
