The Drone Controls That Don't Control the Drones That Matter
China's export restrictions raise costs for the countries defending against Russian drone campaigns while the attacking side's supply chains hum along through the same Chinese reseller networks the controls are supposed to shut.
In May, Beijing banned drone sales and restricted flights across the entire city, citing the Russia-Ukraine war as precedent for what it called the "lethal potential of retrofitted recreational drones." [1] China's own government publicly recognized that civilian drones retrofitted for combat are a threat serious enough to warrant a citywide prohibition. An investigation into Russian Geran-2 kamikaze drones had found that 96 percent of identified Western components inside them were subject to EU export bans — yet they arrived in Russia through complex wholesaler and reseller networks "primarily based in China, Taiwan, and Turkey." [2] On August 5, China's Ministry of Commerce announced strict case-by-case export reviews for drones and key components on its dual-use control list, framing the move as retaliation for U.S. semiconductor restrictions and tariffs. [3] It was the latest in a sequence. In April, Beijing banned dual-use exports to seven European defense firms, explicitly targeting "software, technologies, and rare earth elements essential for the production of chips and drones." [4] In July, it expanded the controls to 14 European entities in direct response to the EU's 21st sanctions package, which had targeted Chinese firms accused of supplying components for Russian weapons production. The July expansion is expected to increase the cost of European military assistance to Ukraine by 15 to 25 percent. [5] The defending side is absorbing the cost. Ukraine, facing the prospect of Chinese supply chain disruption, has moved urgently to diversify. Its drone manufacturers are sending delegations to Taiwan and Japan to find alternative component suppliers for microelectronics, batteries, and navigation systems. [6][7] Taiwan's drone exports to Europe grew 41.7-fold between 2024 and 2025, driven by sales to Poland and the Czech Republic routed onward to Ukraine — motors, batteries, airframes, the building blocks of a non-China supply chain. [8] The diversification is real, and it is expensive. The attacking side, meanwhile, faces no comparable squeeze. The same reseller networks that route components past EU bans continue to operate. And Russia's supply chain is not dependent on any single source. Iran has supplied over 400 ballistic missiles and Shahed attack drones, with production localized at a plant in Alabuga, Tatarstan. [9] China and Russia are engaged in a bidirectional military technology exchange: Chinese civilian electronics and engines flow into Russian weaponry while China acquires advanced Russian drone technology and military know-how in return. [10] Then there is the tell. In November 2025, China suspended its strategic resource export controls as part of a U.S.-China trade truce negotiated by Trump and Xi, with the White House calling the streamlined licensing the "de facto end" of the controls. [11] The suspension confirms that the controls function at least in part as trade leverage — a lever Beijing is willing to pull or release depending on the state of its commercial negotiations. Whether the controls also serve a strategic purpose is a question the evidence does not settle. What the evidence does settle is their functional effect: compliant Western and Ukrainian buyers pay more and scramble for alternatives, while Russian drone production continues through diversion networks and multi-sourcing that the controls do not reach. The asymmetry shows up in the numbers. European nations are scrambling to fund counter-drone systems — Sweden alone is investing $365 million in jamming and hunter-drone systems — while NATO Secretary-General Mark Rutte has warned it is "unacceptable to shoot down drones costing one or two thousand dollars with missiles that may cost half a million or even a million dollars." [12] The IISS has documented 144 Russian drone incursions across 13 European countries between August 2024 and February 2026, using Orlan-10 reconnaissance models launched from shadow-fleet tankers. [13] Those same Orlan-10 platforms are now being evolved into flying carriers for FPV quadcopters, extending their tactical reach. [14] The drones keep coming. The defense gets more expensive. The gatekeeping is real; it just doesn't gatekeep the side doing the sabotaging.
