Europe's Guarantor Is Now a Bill Collector

Over eight months, the U.S. military went from Europe's guarantor to a bill collector and asset guard — and every reason for the shift was stated on the record.

On October 6 the Pentagon announced a review that would strip troops from Germany, Italy, and Spain, citing in its own documents the allies' refusal to support U.S. strikes on Iran [1]. Two weeks earlier it had added 5,000 troops to Poland [2]. Trump put the reason for that on the record.

One force, two directions. Neither reason is the Indo-Pacific. The stripping has been running since spring. In May the administration pulled 5,000 troops from Germany, a move that landed after Chancellor Merz criticized the absence of an Iran exit strategy and Spain denied U.S. bombers its airfields [3]. In June came the numbers: NATO-assigned fighters cut from 150 to 100, all eight refueling tankers withdrawn, an aircraft carrier and a missile submarine reassigned [4]. And the alliance's three operational commands were handed to Europeans [5]. Trump was explicit about why.

The posture had been declared in April, after European allies refused his demand for naval forces in the Strait of Hormuz [6].

The force is not shrinking, though. It is being re-pointed, and the destinations read like contract terms. Three new bases are going into southern Greenland, and the vice president named the price [7][8].

Taiwan was sent its own bill — told to pay for its own defense, with the outcome left to Beijing's discretion [9]. The hemisphere war is widening from sea to land, from boat strikes that killed more than 200 people in a year to joint land operations across Central America [10], and it now reaches U.S. soil, where the border task force is firing vehicle-mounted lasers at cartel drones in the Rio Grande Valley [11]. There is also a self-sufficient Middle East base for 25,000 troops [12]. The Pentagon now owns a 15 percent stake in MP Materials, with a guaranteed price floor of $110 a kilogram for rare earths — roughly double the spot price [13]. And it coerces the rest of the AI supply chain: Anthropic was designated a national-security supply-chain risk after refusing to remove Claude's safety guardrails for military use, and an appeals court let the label stand [14][15]. The stated rationale does not match the movements. The official line for the June cuts was reallocation toward the Indo-Pacific [4]. But the actual destinations are the hemisphere, Greenland, and the Middle East, while THAAD batteries left the Korean Peninsula, the USS Tripoli sailed to the Gulf, and Japan and Australia signed a $7 billion frigate deal without the United States [9]. The budget is a record, and danger-pay eligibility now spans 58 locations — a re-pointing, not a retreat [12]. The strip is contested at home, too: Congress wrote a 76,000-troop floor into law, and the armed services chairmen called the Romania withdrawal "uncoordinated" [5]. All of it runs toward a deadline. A new four-star command for autonomous weapons and drones is to stand up by October 2027 [16], with Project Meridian — a readiness panel co-directed by Elon Musk and Palmer Luckey — drafting the drone-first doctrine [17]. The troops coming home are meant to feed the "Next Great American Base," a 25,000-person fortress run off the commercial grid [18]. The model customer is Poland — the one European state still getting new U.S. basing, and paying for it in its own numbers: defense spending at 4.8 percent of GDP, MBDA and BAE moving production onto its soil, EU loans absorbed, and a 7.1 percent deficit that drew a Moody's downgrade [19]. That is what paying your own way now costs.
