European leaders have reacted with a mix of defiance and anxiety. Some are pivoting toward "strategic autonomy" and developing a "European NATO" fallback plan. Despite the volatility, Rutte maintains that the U.S. nuclear umbrella remains the ultimate guarantor of European security.
