Trump Brokers Refined Peace Plan for Russia-Ukraine War

President Donald Trump is mediating a diplomatic effort to end the war in Ukraine, centered on a peace framework that evolved from an initial 28-point proposal into a refined 19-point plan. The original draft, developed by U.S. envoy Steve Witkoff and Russian official Kirill Dmitriev, faced intense criticism from Ukraine and European allies for demanding that Kyiv cede the Donbas and Crimea, cap its military at 600,000 troops, and permanently renounce NATO membership.

Following emergency negotiations in Geneva and Abu Dhabi, U.S. Secretary of State Marco Rubio and Ukrainian officials narrowed the proposal to 19 points. The revised framework increases the permitted military cap to 800,000 personnel and softens language regarding NATO. While President Volodymyr Zelenskyy has signaled that the updated principles are a "workable" starting point, he maintains "red lines" against the legal recognition of occupied territories. Russian President Vladimir Putin has cautiously welcomed the U.S. initiative as a potential basis for settlement but demands the complete withdrawal of Ukrainian troops from the Donbas as a prerequisite for a ceasefire.

Diplomatic momentum has been complicated by leaked transcripts suggesting Witkoff coached the Kremlin on how to appeal to Trump, as well as continued Russian missile and drone strikes on Kyiv and Kharkiv. In response to the U.S. plan, a "Coalition of the Willing" led by France and the United Kingdom is planning a multinational "reassurance force" to secure Ukraine post-ceasefire. Trump has dispatched Witkoff to Moscow to finalize terms with Putin, while Zelenskyy is expected to visit Washington to resolve sensitive territorial and security issues directly with the U.S. president.
