Coalition of the Willing Launches European Anti-Ballistic Missile Shield

Ukraine and nine European nations formed an anti-ballistic missile coalition and finalized fighter jet and missile production deals during a summit in Paris.

Representatives from 37 nations met in Paris on July 13, 2026, for the 16th summit of the Coalition of the Willing to coordinate military support for Ukraine. The summit's primary outcome was the establishment of an integrated anti-ballistic missile coalition comprising Ukraine and nine European nations, including France, Germany, and the United Kingdom. This group is developing the FREYJA project, a low-cost alternative to the U.S. Patriot system led by Ukrainian firm Fire Point, designed to supplement existing defenses and create a security shield over Europe.

Emmanuel Macron announced a comprehensive military package for Ukraine, including the sale of 16 Rafale fighter jets, expected to be operational by 2028-2029, and the delivery of next-generation SAMP/T air defense batteries. To accelerate capabilities, France and Italy granted licenses for Ukraine to domestically manufacture Aster 30 interceptors, AASM guided bombs, and SCALP cruise missiles on Ukrainian soil. Additionally, Sir Keir Starmer announced the United Kingdom would join the European Union's 90 billion euro Ukraine Support Loan to fund defense and budgetary needs.

To prepare for a potential ceasefire, Macron detailed plans for the Multinational Force for Ukraine to conduct military exercises in neighboring countries to validate deployment plans. This force includes 25 to 35 nations pledged to provide legally binding security assurances. The Kremlin dismissed the alliance as a "coalition of warmongers," while Vladimir Putin warned that Russia would respond more forcefully to Ukrainian strikes on Russian territory.
