Apple Builds Its AI and Rents It Back, at Every Layer

From silicon to Siri, Apple is building its own AI and paying competitors for the same thing at the same time — and in places, opening its platform to the rivals it pays.

In October, Tim Cook stood in Houston and said Apple had stood up a factory, started production, and shipped the first advanced AI servers off the line [1]. Five months later, the same company asked Google to install dedicated servers inside Apple's own data centers, because its capacity was "underpowered" for the AI it wanted to run [2]. Building the thing and renting the same thing, at the same layer, at the same time. The pattern repeats one layer down, in the silicon. Apple is tapping Intel to make lower-end chips on its 18A-P process, a hedge against its foundry dependency [3]. But TSMC is expected to keep more than 90% of Apple's total chip supply for the foreseeable future [3]. The hedge acknowledges the dependency; it does not resolve it. One layer up, in the models, the same pairing — and the newest piece of it arrived this week. Apple has trained a proprietary model for the Chinese market, the first foreign company Beijing has approved to run its own AI model there, while integrating Alibaba's Qwen and Baidu's technology alongside it [4]. It builds the model in China, where it won that approval and faces a market in which it holds only 9% of AI PCs; it rents the model everywhere else, paying Google roughly a billion dollars a year for Gemini [5][6]. The pattern sharpens at the assistant layer, where Apple stops merely renting capability and starts opening its platform to the competitors it pays. Apple is revamping Siri to reach across Safari, Mail, and Messages [7]. At the same time, it is developing a feature in iOS 26.2 that would let users replace Siri entirely with a third-party assistant like Gemini or ChatGPT [8]. And Google is beta-testing a native Gemini app for macOS that can see the screen and pull information from other apps — the same cross-app access Apple is building into Siri, on Apple's own platform [9]. Apple's CFO, Kevan Parekh, has a word for this: "hybrid." He describes a capital model that rents computing from third-party clouds while running its own chips for Private Cloud Compute [10]. It is an honest description of the money. It is not a complete description of the strategy. A hybrid capital model accounts for renting servers while building them. It does not account for paying Google a billion dollars a year while building a door for Google to walk through on the iPhone and the Mac. That is where the pattern stops looking like a portfolio strategy and starts looking like a company hedging in every direction because it cannot yet win on any single front.
